The current members of the CVWD Board of Directors will often tout that we have fairly low water rates. Which is honestly true for the actual water consumption rates we are charged.
What they don't tell you is that we also have some of the highest additional fees and charges that are added to our bills after those rates are calculated. In fact, our actual meter/service charge has more than doubled over the last 7 years. In 2012, the bi-monthly service charge for a standard 1" connection to a home was $40.93, and it is now $83.33. Some older homes may still be on a 3/4" connection, which still went from $24.51 to $50.00.

As you will note, the consumption charges for the amount of water used on the CVWD bill is $44.82 for 23 units of water used, while the West Valley bill is $49.00 for 22 units of water. However, once the monthly service charge, and the MWD surcharge are added to the CVWD bill, it comes out to $93.15, and the West Valley bill is $81.97 for only 1 less unit of water. The sewage charges have been removed from the calculations since those are not included on both bills.
A huge concern I have is that CVWD charges the MWD surcharge (This is for water imported from the State Water Project) on every unit of water that's consumed. If the CVWD is only importing around 50% of our water, then why are they charging us a surcharge on ALL of the water we are using?
